Marlin, TX ( FOX 44 The Texas House has approved a bill mandating that state prisons be equipped with air conditioning.
This legislation mandates that the Texas Department of Criminal Justice must have air conditioning installed across all their facilities by December 2032. They plan to implement these climate-control systems through three stages, with each phase encompassing roughly one-third of the establishments under their jurisdiction.
Specialists indicate that the absence of air conditioning in detention centers presents considerable health and safety hazards for both prisoners and personnel due to the state’s intense heat. During an exclusive conversation solely on Fox44 News, I talked with a former inmate who completed her sentence at Marlin’s Hobby Unit. She mentioned that the summer periods were extremely dangerous without air conditioning.
"I'm on the top floor of this metal structure, and it's incredibly hot up here—reaching temperatures as high as 150 degrees. There are small fans available downstairs, but none for our floor. Even though we're considered criminals, we still have humanity. Yet, they treat us worse than animals... People are suffering; some are even losing their lives," said ex-inmate Vanessa Parker.
The estimated cost for each stage is approximately $100 million, with the initial phase needing completion by December 31, 2028. Phase two should conclude by 2030, followed by all remaining installations being finalized by December 31, 2032.
